One of the consequences of the pandemic is the evolution of legislation in many areas to facilitate dematerialised exchanges. This is the case in the field of electronic voting.
Decree 2020-1205 of 30 September 2020 allows the use of electronic voting on an experimental basis for the election of board members in public higher education institutions. It is up to the president or director of the institution to determine how to organise the ballots (the use of electronic voting being optional).
Elections by electronic means via the Internet are organised in accordance with the fundamental principles of electoral operations, namely
- Sincerity of electoral process.
- Access to the vote for all voters.
- Secrecy of the ballot.
- Personal – free – anonymous nature of the vote.
- Integrity of the votes cast.
- Effective monitoring of the vote.
- posteriori control by the election judge.
In this context, it was decided to use electronic voting for the renewal of users on all Centrale Lille boards, next January. Our students will elect their representatives to the Administrative, Academic and Scientific Boards and to the four internal school councils. In order to allow voters without access to the Internet to be able to vote, free access computer stations equipped with a system guaranteeing confidentiality will be made available to them.
In addition to students, staff will also have the opportunity to vote electronically during the next professional elections. Indeed, the 2019 law on the Transformation of the Civil Service provides for the generalisation of electronic voting for professional elections in the State civil service. The professional elections have already been set for 8 December 2022. These elections will also be marked by the implementation of the new mapping of social dialogue bodies: technical committees and health, safety and working conditions committees will be replaced by social administration committees (CSA) with specialised training in health, safety and working conditions, and the joint administrative committees will have their missions modified.
The design, management and maintenance of the Internet electronic voting system are entrusted to a service provider chosen by Centrale Lille. The electronic voting system chosen is that of Neovote, a simplified joint stock company registered in the Paris Trade and Companies Register under number 499 510 600, whose head office is located at 25 Rue Lauriston 75116 Paris. In accordance with the regulations, an expert appraisal will be carried out by an independent expert to verify that the voting system complies with the provisions of Decree No. 2011-595 of 26 May 2011 and Deliberation No. 2019-053 of 25 April 2019 of the French National Commission for Information Technology and Civil Liberties.
