Among the measures aimed at promoting the paths and careers of teaching and research staff, a new compensation scheme was established by a decree of 29 December 2021. This scheme is based on three components:

  • A grade-related allowance, also known as a statutory component, to replace the current research and higher education allowance which had also been re-evaluated under the LPR (Loi de Programmation de la Recherche – research programming law). Its amount will depend on an annual scale per grade, and will be paid monthly;
  • A functional component related to the performance of certain functions or specific responsibilities, the scope and terms of which remain to be specified, as well as its linkage with the activities baseline;
  • An individual component in the form of a bonus, contingent on the quality of the activities and the professional commitment of the agents with regard to all their missions. This component will partially replace the PEDR (Prime d’Encadrement Doctoral et de Recherche – doctoral supervision and research bonus).

The underlying principles that determine the overhaul of this compensation scheme are equal compensation for women and men, and the promotion of all staff, regardless of their category and grade, and of all missions that can be carried out by teaching researchers and researchers.

These underlying principles may be supplemented by other criteria specific to the establishment such as, for example, scientific and academic priorities, professional value, professional experience, diversity of pathways and functions performed. The institution will be responsible for determining – via management guidelines – the criteria specific to the institution, and establishing its allocation priorities.

This new scheme is not applicable to PRCEs (professeurs certifiés) and PRAGs (professeurs agrégés).
