In the current economic environment, suppliers are under more and more pressure to increase their prices. To avoid overwhelming internal operations, we’re changing our procurement thresholds.

For contracts covering day-to-day supplies and the provision of services:

  • Up to €5,000 excl. VAT: Purchases based on quotes – the number of quotes must be adapted according to the purpose and amount of the purchase.
  • From €5,000 to €40,000 excl. VAT: Purchases based on quotes (minimum of 3) that must be presented to be approved.
  • More than €40,000 excl. VAT: Must be published in France’s official bulletin of public contract listings (Bulletin officiel d’annonces des marchés publics – BOAMP), with a complete business tender file (dossier de consultation des entreprises – DCE) made available on a digital platform – The procedure includes negotiations.
  • €140,000 excl. VAT and more: Must be published in the BOAMP and the Official Journal of the European Union (OJEU), with a DCE file made available on a digital platform – The procedure includes negotiations.

 For construction contracts and analysis/expertise services:

  • Up to €25,000 excl. VAT: Purchases based on quotes – the number of quotes must be adapted according to the purpose and amount of the purchase.
  • From €25,000 to €40,000 excl. VAT: Purchases based on quotes (minimum of 3) that must be presented to be approved.
  • More than €40,000 excl. VAT: Must be published in the BOAMP, with a complete DCE file made available on a digital platform – The procedure includes negotiations.
  • €140,000 excl. VAT and more: Must be published in the BOAMP and the OJEU, with a DCE file made available on a digital platform – The procedure includes negotiations.
