As announced in Point Com’ of 7 December, the procedures for shutting down and securing everything that needs to be shut down and secured, as well as those necessary to restart activities and to inform students and staff, have been defined.
Reminder: a scheduled, localised and temporary power outage, referred to as “offloading” (“délestage” in French), may occur during times of peak electricity consumption, and may take place on weekdays between 8 am and 1 pm or between 6 pm and 8 pm.
Electrical offloading is the last resort in the event of a consumption peak. If electricity consumption is too high, alerts will be issued to inform you of possible power outages should consumption levels fail to drop. These alerts will occur 3 days before any offloading. At this stage, no indications on the geographical areas concerned will be given.
Our two campuses could be impacted by these measures.
Ecowatt / Information
The Ecowatt indicator indicates, using a colour-code system, the power grid’s voltage level. You are advised to sign up for the government’s “Alerte vigilance coupure” app available at https://www.monecowatt.fr/inscription-alerte-vigilance-coupure
There are three levels:
- Ecowatt green: no alert.
- Ecowatt orange: the electrical system is under pressure, eco-gestures are welcome.
- Ecowatt red: the electrical system is under severe pressure, outages will be inevitable if consumption levels do not fall.
In the latter case, users will be informed of a possible outage by email and via the establishment’s information screens.
Offloading
In the event of any offloading, the establishment will inform all users on the day before this offloading at around 9:30 pm (the time corresponding to the publication of the departments concerned), indicating the offloading location and time. The information will be communicated by email and SMS for persons who have given their personal telephone number (announcement in Point Com’ of 9 January). Please note that, no matter the site concerned by the offloading (Villeneuve d’Ascq or Lens), all staff will be informed and the location will be clearly specified.
Under the regulations, buildings subject to offloading may not be open to students or staff for safety reasons. Only personnel authorised for business continuity purposes may access the campus concerned by the offloading in accordance with the procedures specifically specified to them.
Impacts in the event of offloading on the Villeneuve d’Ascq site
In the event of any electrical offloading on the Villeneuve d’Ascq site, all the instructions presented below apply to the two Villeneuve d’Ascq and Lens campuses.
Administrative closure
- For a scheduled outage between 8 am and 1 pm: closure of the buildings concerned for the full day and shutdown of IT services from 6:30 am to 8 pm.
- For a scheduled outage between 6 pm and 8 pm: closure of the buildings concerned and shutdown of the IT services from 1:30 pm until the following day 12 pm.
Information
- Teaching
Teaching that would have taken place on a site subsequently closed will be cancelled.
No teaching will be repositioned for École Centrale, ITEEM and IG2I.
For ENSCL, for the engineering cycle, insofar as possible, only practical work will be repositioned. Some lessons may be repositioned on a case-by-case basis for integrated preparatory classes (CPIs). ENSCL management will provide the students and teachers concerned with practical information on any postponements.
For Master’s students, it will be up to each Master’s supervisor to determine whether teaching can be repositioned and to inform the students accordingly.
- Examinations
Examinations (blocked checks) will be postponed to a later date, including on Thursday afternoons if necessary. The management teams of the schools and the supervisors of the Master’s will provide the students and teachers concerned with practical information on any postponements of the exams.
- Viva
Any thesis defences planned on a closed site will be postponed. The thesis supervisor concerned will be responsible for finding another date for thesis defence in consultation with the members of the examination panel, and for informing the Masters/Doctorates academic affairs centre at .
- Staff
Staff members, with the exception of those required for business continuity, will be placed in a specific absence authorisation (ASA) situation. For teaching staff and teaching researchers, cancelled teaching that cannot be repositioned will be included in the teaching workload.
Impacts in the event of any offloading on the Lens site
In the event of any electrical offloading on the Lens site, all the instructions presented below apply only to the Lens campus.
Administrative closure
- For a scheduled outage between 8 am and 1 pm: closure of the buildings concerned for the full day and shutdown of IT services from 6:30 am to 8 pm.
- For a scheduled outage between 6 pm and 8 pm: closure of the buildings concerned from 3:30 pm until the following day 12 pm and shutdown of the IT services from 3:30 pm until the following day 12 pm.
The other instructions (teaching, examinations, personal) also apply to all IG2I students with classes in Lens, to all teachers who teach in Lens and to administrative and technical staff who are based in Lens.
Impediment due to offloading other than on the Centrale Lille sites
Any offloading other than on Centrale Lille sites may engender transport problems or childcare needs (under the age of 16) for staff and students, thereby preventing them from going to Centrale Lille.
In this case, staff will be placed under specific absence authorisation (ASA) subject to having informed the Human Resources department as soon as possible.
With regard to teaching, if a teacher cannot provide their class, it should be determined whether teaching can be provided by a colleague within the teaching team, or whether the course can be repositioned (depending on the schools). If the class is cancelled, it will not be included in the teaching workload.
As regards thesis defence, defences may be maintained if a member of the examination panel cannot travel or attend remotely. The chairperson of the jury must be present at the place of the defence.
For students, the absence will be considered justified provided that they have informed the schools in accordance with the usual procedures in the event of absence.
