The general national renewal of public service employee representative bodies is planned for next December. In addition to the generalised use of electronic voting, this renewal will be an opportunity to apply the new provisions of the 2019 public service transformation act. This law changes the scope and skills of the employee representative bodies in our establishments.

Creation of a new body: the social administration committee

The technical committee (comité technique – CT) and the health, safety and working conditions committee (comité d’hygiène, de sécurité et des conditions de travail – CHSCT) will merge into a single body: the social administration committee (comité social d’administration – CSA) which will include a specialised unit in health, safety and working conditions.

The social administration committee will be consulted on:

  • The operation and organisation of the services;
  • Management guidelines;
  • Strategic directions on HR policies;
  • Professional equal employment;
  • The policy of work organisation and quality of life at work.

The specialised unit will be consulted on:

  • Regulations and instructions for health, safety and working conditions;
  • The visits and observations of the occupational health and safety inspector as well as the responses provided;
  • The annual report drawn up by the occupational physician;
  • Observations and suggestions relating to the prevention of occupational risks and the improvement of working conditions, recorded in the occupational health and safety register.

The procedures for appointing employee representatives within this body are generally the same as those in place until now for the technical committee and the health, safety and working conditions committee.

This is an election whose lists will comprise a number of women and men corresponding to the share of women and men on the electoral list.

The refocused role of the institution’s joint committee

The competencies of the joint administrative committees (commissions administratives paritaires – CPE) have been refocused on the review of individual unfavourable decisions. This has consequences on the competence of the CPEs in their pre-CAP role. The institution’s joint committee thus loses its competence in the review of files for assignments to institutions and in promotions.

Finally, in the interest of harmony with the other bodies, the term of office of the representatives elected to the CPE has been extended by one year from 3 to 4 years.

Elections are held by list voting (one list per category), where the lists will comprise a number of women and men corresponding to the share of women and men registered on the electoral list.
