The RIFSEEP or allowance scheme taking into account functions, hardship, expertise, and professional commitment, is the reference allowance tool that was introduced in 2018 for permanent administrative and technical staff, replacing existing bonuses and allowances in the civil service. The “Indemnité de Fonctions, de Sujétions et d’Expertise” (IFSE) is the main allowance and aims at valuing the exercise of functions, professional careers, and experience. It is paid monthly.
The RIFSEEP is based on a functional logic, i.e., the amount of the IFSE depends on the function performed. Each function is then positioned in a specific group for each body and a bonus amount is associated with this group. All functions are therefore listed in a function map.
The updating of this map is now necessary in view of the evolution of certain functions within the institution and to take account of the career development of some agents.
The first step will be to work in December and January with the heads of the divisions on the rating of positions within their respective departments. In a second phase, as part of the social dialogue, a group of staff representatives designated by the trade unions will be set up to discuss the changes prior to voting at the Technical Committee meeting on 1 March 2022.
