The law 2019-828 of 6 August 2019 on the transformation of the civil service introduced the concept of management guidelines (LDG). They constitute a reference document for human resources management and determine the multi-year strategy for steering human resources, the general guidelines for mobility, as well as for promotion and career development.
The management guidelines come into play in a context where, since January 1, 2021, the joint institutional commissions (CPE) and the joint administrative commissions (CAP) have no longer intervened in the areas of mobility, advancement, and promotion of staff in public institutions. Nevertheless, Centrale Lille has chosen to continue examining files in consultation with staff representatives.
The objective of the management guidelines is therefore to formalise in a document the procedure and criteria used until now in the commissions or to establish new ones, in consultation with the staff representatives. This work will be discussed with the staff representatives by the end of 2021.
